What Are These Inspections and Why Are They Needed?
In 2018, the California Senate signed Senate Bill 721 “SB 721” into law.
The bill focuses on Exterior Elevated Elements (EEE for short) and imposes stringent safety and inspection standards for decks, balconies, and walkways – Mandatory as of January 1st 2026.
We understand how much SB-721 has affected landlords, property owners, and building managers, and are proud to perform SB-721 inspections to assist building owners in becoming compliant with this new law, thereby helping those clients avoid the penalties non-compliant building owners could face. While Senate Bill 721 “SB-721” is sometimes referred to as “the balcony law,” it applies to more than just balconies!
All structures elevated more than 6’ above the ground and made from wood, or wood-based elements must be inspected, including:

Walkways

Decks

Elevated entry structures
All SB-721 inspections must be completed by qualified professionals such as licensed architects, licensed civil or structural engineers, contractors with a minimum of 5 years of experience, or certified building inspectors.

Hello, and thank you for the opportunity to bring my services to you! A brief bit about me: My name is Charley Reber, and I am proud to have worked in the construction and structural pest control industries for nearly three decades. I hold a General B contractor’s license, along with a C-39 roofing classification, and have been licensed, insured, and bonded for over 13 years. I have also been a licensed Structural Pest
Control Operator for the same duration.
My journey in construction began at the age of 15, and over the past 27 years, I have developed a deep passion for both the trade and the people I serve. For more than 20 of those years, I have specialized in structural pest control. In addition, I am certified by the EPA as lead-safe and hold a home inspection certification through InterNACHI.
I take great pride in the quality of my work and in the trust my clients place in me. It is always my commitment to deliver the best service possible.
I would also like to introduce, Eddie, my four-legged inspection partner. Eddie is specially trained in termite detection and has a keen nose for identifying infestations—he’s certainly a valued and experienced member of our team!
